Community to consider $12.8 million capital project on May 18

Proposal will not impact taxes; older debt is being retired

Furnace and roof replacements, reconstruction of parking lots and bus loops, new public address systems, replacement of lead water lines and a host of other renovations and upgrades at all six schools and other buildings are part of the $12.8 million capital project to be considered by the community on Tuesday, May 18.

This work will not have an impact on the tax levy. The district retires debt every year and this would replace that retiring debt.

Public meetings to discuss the project will be held at 5:30 p.m. in the Middle School cafeteria on Wednesday, April 21, and Wednesday, May 5.

Voting will be held from 7 a.m. to 9 p.m. on May 18 in the B-wing gymnasium at the high school. Absentee ballots are available by calling (518) 347-3600 ext. 73102 or emailing bdelong@sgcsd.net.

Project Design

New York State requires all school districts to thoroughly examine their facilities with the help of architects and engineers and complete a building condition survey every five years.

The survey completed during the 2015-16 school year helped identify areas that needed attention. Additional input was provided by the Board of Education, a building advisory committee, staff survey and student groups.

Project Cost

State building aid ratio is 76.5 percent. That means that 76.5 percent of the cost of the projects will be returned to Scotia- Glenville through higher state building aid, which is typically not altered in state budgets. It is estimated that 99 percent of the project will be eligible for building aid. Since it is reconstruction, the project would be repaid over a 15-year period.
