7. Resolution: Increase the Maximum Income Level for Granting a Partial Exemption from Real Property Taxes for School Purposes to Certain Persons Sixty-Five Years of Age or Over Pursuant to Section 467 of the Real Property Tax Law

Superintendent’s Recommendation: That the Board of Education adopt the Resolution, dated February 28, 2022, to increase the maximum income level by $500 for granting a partial exemption from real property taxes for school purposes to certain persons sixty-five years of age or over, pursuant to Section 467 of the Real Property Tax Law, as submitted.

8. Resolution: Accept and Appropriate Gift and Donation from Lincoln Elementary School PTA

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated February 28, 2022, regarding accepting and appropriating the Gift and Donation from Lincoln Elementary School PTA to be used for Arts in Education programs, increasing the BOCES Arts in Education Account (A211049401) in the amount of $2,800.27, as submitted.

9. Resolution: Accept Gift for the Peter Schrader Construction Industry Award Scholarship

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated February 28, 2022, regarding accepting the donation of $1,000 from Peter Schrader Construction to be applied to the Peter Schrader Construction Industry Award Scholarship, as submitted.

10. Approve Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association

Superintendent’s Recommendation: That the Board of Education approve the Memorandum of Agreement between Scotia-Glenville Central School District and the Scotia-Glenville Teachers’ Association regarding one of its members, Kathleen Lewek, in recognition of assuming the duties of chairing CSE meetings for out-of-district students, with 2021-2022 compensation to be her hourly rate of $51.52 for up to 15 days at 7 hours per day, as submitted.

11. Approve the Agreement By and Between the Village of Scotia and Scotia-Glenville Central School District for Community Resource Officer

Superintendent’s Recommendation: That the Board of Education approve the agreement for a part-time Community Resource Officer for the period of on or about March 1, 2022 through June 30, 2023 on days school is in session for the students, as submitted.

12. Approve Updated Point Values for Girls’ Varsity, Junior Varsity and Modified Lacrosse Coaching Salaries

Superintendent’s Recommendation: That the Board of Education approve the updated point value for Girls’ Lacrosse, as submitted.

13. Communications

a. Superintendent’s Recommendation: That the Board of Education approve the temporary Leave of Absence of Zach Cary, Custodian (Senior High School), effective c.o.b. February 28, 2022 in order to accept the temporary position as Sr. Custodian (Middle School), as submitted.

14. Report of Superintendent

a. Staffing

1)  Superintendent’s Recommendation: That the Board of Education approve the appointment of Courtney Conover as Permanent Building Substitute (District Wide), effective February 14, 2022 through June 23, 2022, with the 2021-2022 salary to be at her current rate per day worked.

2)  Superintendent’s Recommendation: That the Board of Education approve the appointment of Christine Caffrey as Reading Teacher (Middle School), effective March 1, 2022 through April 14, 2022 (Tuesdays, Wednesdays and Thursdays), up to 17 days at a per diem rate of $481.32.

3)  Superintendent’s Recommendation: That the Board of Education approve the appointment of Colleen Carnevale as Reading Teacher (Middle School), effective March 1, 2022 through April 14, 2022 (Mondays and Fridays), up to 11 days at a per diem rate of $475.90.

4)  Superintendent’s Recommendation: That the Board of Education approve the temporary transfer of James Lovett, Sr. Custodian (Middle School) to the Senior High School, effective March 1, 2022 through June 30, 2022, with no change in hours or salary.

5)  Superintendent’s Recommendation: That the Board of Education approve the temporary appointment of Zach Cary as Sr. Custodian (Middle School), in accordance with Civil Service Rules and Regulations, effective March 1, 2022 through June 30, 2022, with 2021-2022 salary to be Step 3, $27.11/hour, 8 hours/day, 40 hours/week.

6)  Superintendent’s Recommendation: That the Board of Education approve the appointment of Donna Beebe as Transportation Aide, in accordance with Civil Service Rules and Regulations, effective March 1, 2022 through June 30, 2022, with 2021-2022 salary to be at the rate of $13.20/hour, 5.25 hours/day, 26.25 hours/week.

7)  Superintendent’s Recommendation: That the Board of Education approve the suspension of the afterschool mentoring stipend for Kim Morgan effective February 28, 2022 until further notice.

8)  Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Seung Yang, as Recess/Lunch Monitor (Glen-Worden Elementary), in accordance with Civil Service Rules and Regulations, effective February 15, 2022 to June 30, 2022, with 2021-2022 salary to be at the rate of $13.20/hour, 2 hours/day, 10 hours/week.

9)  Superintendent’s Recommendation: That the Board of Education approve David Aldi as Senior High Chaperone for 2021-2022, at the contractual rate.

10)  Superintendent’s Recommendation: That the Board of Education approve a Leave of Absence for Jessica Lamphere, Psychologist (Middle School) from March 28, 2022 through May 13, 2022.

11)  Superintendent’s Recommendation: That the Board of Education approve the unpaid Leave of Absence for Joseph Ryan (Bus Driver) from April 1, 2022 through June 30, 2022.

12)  Superintendent’s Recommendation: That the Board of Education approve the termination of employment of Holly Russo, Monitor (Glen-Worden), effective February 4, 2022.

1. Superintendent’s Recommendation: That the Board of Education rescind the bid awarded to Mangino Chevrolet, Inc. for a 2022 Chevrolet Suburban due to inability to fulfill the contract, and award bid to Denoyer Chevrolet in accordance with specifications and their low bid, as submitted.

Minutes

A Regular Meeting of the Board of Education of the Scotia-Glenville Central School was held in the Cafeteria of the Middle School, in said district on February 28, 2022.

President Bucciferro called the meeting to order at 5:47 p.m.

Present:  Bucciferro, Carbone, Feinberg, Frederick, H. Talbot, K. Talbot. Superintendent Swartz, Assistant Superintendent for Curriculum and Instruction Swain and Business Manager Giaquinto

MOVED by Carbone, SECONDED by H. Talbot, that the Board of Education adjourn to Executive Session in order to discuss matters relating to personnel and negotiations.

Mr. Massaro joined the Executive Session at 6:35 p.m.

The Board adjourned to Executive Session at 5:47 p.m. and returned to Open Session at 7:00 p.m. District Clerk DeLong was present for the Open Session.

There was a Public Hearing on the Senior Aged Exemptions at 6:45 p.m.  No one from the public had any questions regarding the exemptions.

Amanda Shults, Jennifer Speakright and Justin Malloy all spoke to the Board regarding students wearing masks in schools.

Discussion:  Review the extension of the Emergency Regulation and talk about future direction

The Board discussed the newest development in regard to the mask requirement in schools and the lifting of the mandate.  The Board was in agreement that they were glad to see the mandate lifted but hoped that students who either choose to wear a mask or not wear a mask are not harassed or bullied by other students for their choice.

Superintendent’s Comments (Susan M. Swartz, Superintendent of Schools)

Superintendent Swartz reiterated that any student who either harasses or bullies another student regarding the mask issue will face disciplinary action.

Budget Discussion: 2022-2023 Carry-Forward Budget

Superintendent Swartz reviewed her 2022-2023 Carry-Forward Budget and the impact it would have on the average homeowner.  Using a $200,000 assessed value, the average homeowner would see an increase in approximately $225 in their 22-23 taxes.  She discussed the new positions added this year under the CARES Act II and also the positions added under the general fund. She presented some negotiable and non-negotiable items for the board to discuss in regard to the 22-23 budget. She also reminded the Board that the carry-forward budget includes a budget shortfall of $1,086,000 and that the tax levy limit is at 1.27%, an amount the board will need to discuss later this evening and will have to decide whether they would be in favor of going over the cap.  (This presentation is contained as Appendix A to these minutes).

The Board discussed their opinions on whether they felt they could support going over the tax cap.  They acknowledged that they understand the decision they make tonight can be changed, tonight’s decision is strictly for reporting that is due by tomorrow. After a lengthy discussion, the Board voted 5-2 to exceed the tax cap, considering how low our limit is this year.  All were in agreement that if they did choose to exceed the cap, it would not be by a large amount, as they understand the impact on the taxpayers.
