Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated February 14, 2022, regarding the school bus purchase proposition (three school buses), at a maximum estimated cost not to exceed $385,000 to be submitted to the voters at the annual school election on May 17, 2022, as submitted.

4.    Resolution: Award a Contract to Acture Solutions, Inc. for the Cisco Phone Project

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated February 14, 2022, regarding the awarding of the contract to Acture Solutions, Inc. in the amount of $646,966.81 for the Cisco Phone Project, as submitted.

5.  Resolution: Approve Auctions International be designated as the District’s Public Online Auction Site

Superintendent’s Recommendation: It is recommended in accordance with Board Policy 6900, that Auctions International be designated as the district’s public online auction site.

6.     Resolution: Accept and Appropriate Gift and Donation from Glen-Worden Elementary School PTA

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated February 14, 2022, regarding accepting and appropriating the Gift and Donation from the Glen- Worden Elementary School PTA in the amount of $3,410.38, to be used for Arts in Education Programs, as submitted.

7.      Request to Establish the Students Against Trafficking Club at the High School

Superintendent’s Recommendation: That the Board of Education approve the request to establish a Students Against Trafficking club (High School), club advisor to be Laurel Campbell with no stipend, as submitted.

1)     Superintendent’s Recommendation: That the Board of Education accept the unpaid leave of absence of Kristina Shaw, PPS Teaching Assistant (Middle School), effective c.o.b. January 30, 2022, through June 30, 2022 in order to accept the regular substitute appointment as FACS Teacher (Middle School), effective retroactive to January 31, 2022, with 2021-2022 salary to be at the rate of $46,516 (Step 3+M), Ms. Shaw has professional certification.

2)     Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Alexis McCarthy as Reading Teacher (Glendaal), retroactive to February 8, 2022, until June 30, 2022, with 2021-2022 salary to be at her current rate. Ms. McCarthy has Childhood Education (Grades 1-6) Emergency COVID-19 certification.

3)     Superintendent’s Recommendation: That the Board of Education approve the appointment of Courtney Conover as Permanent Building Substitute (District Wide), effective February 14, 2022, through June 23, 2022, with the 2021-2022 salary to be at her current rate.

4)     Superintendent’s Recommendation: That the Board of Education approve the transfer of Mackenzie LaCross-Bressette as PPS Teaching Assistant (Middle School) to PPS Teaching Assistant (High School) effective February 14, 2022, with no change in the 2021- 2022 salary rate.  Ms. LaCross-Bressette has Teaching Assistant I certification.

5)     Superintendent’s Recommendation: That the Board of Education approve the probationary appointment of Johenia Valle Perez as PPS Teaching Assistant (Middle School), effective February 14, 2022 through February 13, 2026, with 2021-2022 salary to be at the rate of $18.02/hour (Step 2), Ms. Valle Perez has Teaching Assistant III certification.

6)     Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Laxmi (Jennifer) Singh as Teaching Assistant (Glen-Worden), effective February 14, 2022 through June 30, 2022, with 2021-2022 salary to be at the rate of

$17.63/hour (Step 1), 6 hours/day, 30 hours/week, Ms. Laxmi Singh has Teaching Assistant I certification.

7)     Superintendent’s Recommendation: That the Board of Education approve the appointment of Maureen McKenzie, Executive Secretary I (Fine Arts), in accordance with Civil Service Rules and Regulations, effective February 28, 2022, with the 2021-2022 salary to be at her currently hourly rate, 7 hours/day, 35 hours/week, 10 month plus 20 days position.

8)     Superintendent’s Recommendation: That the Board of Education approve the probationary appointment of Jason DiCaprio, Groundsman (District Wide), in accordance with Civil Service Rules and Regulations, effective February 1, 2022, with the 2021-2022 salary to be at the rate of $22.83/hour (Step 1), 8 hours/day, 40 hours/week.

9)     Superintendent’s Recommendation:   That the Board of Education approve the unpaid leave of absence of Lori Kling, Bus Driver (Districtwide), effective January 24, 2022, through February 4, 2022, as submitted.

10) Superintendent’s Recommendation: That the Board of Education approve the reallocation of personnel code for Elvira Taubner, Teaching Assistant (Sacandaga Elementary School) from PPS to General Ed effective February 14, 2022.

11) Superintendent’s Recommendation: That the Board of Education approve the appointment of Nicole Stanislowsky, as Teacher Aide (Sacandaga Elementary School), in accordance with Civil Service Rules and Regulations, retroactive to January 31, 2022, with 2021-2022 salary to be at the rate of $13.20/hour, 6.25 hours/day, 31.75 hours/week.

12) Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Heather Marlette, as School Monitor (Sacandaga Elementary School), in accordance with Civil Service Rules and Regulations, retroactive to January 31, 2022, with 2021-2022 salary to be at the rate of $13.20/hour, 2.67 hours/day, 13.35 hours/week.

17) Superintendent’s Recommendation: That the Board of Education approve the following High School supplemental appointment of McKenzie Golden as Sophomore Class Advisor retroactive to November 1, 2021, for the remainder of the 2021-2022 school year with a prorated stipend of $727.

18) Superintendent’s Recommendation: That the Board of Education approve the High School supplemental appointment of Scot Phelps as the Spring Orchestra Director for the 2021-2022 school year, with a stipend of $319 as set forth in the collective bargaining contract.

19) Superintendent’s Recommendation: That the Board of Education approve the appointment of the following as Senior High Athletic Contest Chaperones for the remainder of the 2021-2022, at the rate as set forth in collective bargaining contracts:

A Regular Meeting of the Board of Education of the Scotia-Glenville Central School was held in the Cafeteria of the Middle School, in said district on February 14, 2022.

President Bucciferro called the meeting to order at 6:45 p.m.

The Board adjourned to Executive Session at 6:45 p.m. and returned to Open Session at 7:08 p.m. Assistant Superintendent for Curriculum and Instruction Swain and District Clerk DeLong were present for the Open Session.

Pledge of Allegiance

Hearing/Privilege of the Floor

Several people spoke to the Board regarding their opinions on the mask mandate for schools.  All who spoke stated they felt strongly that wearing masks should be optional and many asked the Board to pass a resolution to go against the mask mandate.

MOVED by Frederick, SECONDED by H. Talbot, that Scotia-Glenville make wearing masks optional.

The Board discussed this issue and all were in agreement that they could not support this motion as it would violate the oaths they took when they joined the Board, as well as impact our receipt of state aid.  The Board did agree that they could support sending a letter to the Governor asking for her to lift the mask mandate for schools and make wearing masks optional. President Bucciferro asked for a motion for a letter. MOTIONED by K. Talbot that the Board send a letter to local governments and the health department asking to make mask wearing optional.  There was no SECOND to the motion as the Board then stated that a motion wasn’t required. The Board asked Superintendent Swartz to draft this letter and also to supply a template letter for the website that community members could use to send to our legislators, the health department and the Governor.

Superintendent’s Comments (Susan M. Swartz, Superintendent of Schools)

Superintendent Swartz gave a brief overview of the ESSA Transparency report.

Discussion: 2022-2023 Carry-Forward Budget

Superintendent Swartz opened the discussion by presenting her strategic goals for the District.  She presented the carry-forward budget which is at $61,363,360, a 3.78% increase from this year’s budget.

She informed the Board that the District’s tax cap for this year is 1.27%.  Business Manager Giaquinto then discussed the budget gap facing the District if they were to proceed with only the carry-forward budget, which is $1,086,000.  He explained that increases in health insurance costs, contractual obligations and the hiring of new employees with a legacy impact are what are driving the shortfall.  The Board asked Mr. Giaquinto to provide them with the impact on the average household if the District were to proceed with the carry-forward budget.  The Board will discuss again on February 28th and will need to make a decision regarding the tax cap at that time.  (These documents are contained as Appendix A to these minutes).

Discussion: Senior Citizens Aged Exemption

The Board discussed the Senior Citizens Aged Exemption and all agree to continue with their practice of increasing the increments by $500 again this year.  There will be a public hearing on this on

February 28th and a resolution will be brought forth at that meeting for approval.  (This information is contained as Appendix B to these minutes).
