5.  Adopt

Superintendent’s Recommendation:  That the Board of Education adopt the District Code of Conduct, Elementary, Middle School, and Senior High School Handbooks, and the Parent and Athlete Agreement Policy and Procedures for 2020-2021, as submitted.

6. Approve a Capital Project for 2020-2021 Not to Exceed $100,000 to Replace Exterior Doors at the High School

Superintendent’s Recommendation:  That the Board of Education approve Capital Project for 2020-21 not to exceed $100,000 to replace the exterior doors at the high school.

7. Resolution:  Approve the Resolution Determining the Proposed Action is a Type II Action for Purposes of the New York State Environmental Quality Review Act (SEQRA) for Building Improvements for Said School District

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated September 28, 2020, determining the proposed action is a Type II action for purposes of the New York State Environmental Quality Review Act (SEQRA) for building improvements for the Scotia-Glenville Central School District – specifically, for the installation of exterior door replacement at the High School, as submitted.

8. Resolution: Accept Gift and Donation of $440.00 from an Anonymous Donor to Purchase Books Related to Diversity

Superintendent’s Recommendation:  That the Board of Education approve the Resolution, dated September 28, 2020, regarding accepting and appropriating the gift and donation of $440.00 from an anonymous donor to be used for the purchase of books related to diversity, as submitted.

9. Approve the Sale of Three (3) Sets of Bleachers from the S-G Girls Varsity Softball Field

Superintendent’s Recommendation: That the Board of Education approve the sale of three (3) sets of bleachers from the S-G Girls Varsity Softball that are deemed as obsolete for $1.00 and includes the District transporting the bleachers to the Beukendaal field, and relieves the District of liability for use once ownership is transferred.

10. Communications

a.    Superintendent’s Recommendation:  That the Board of Education accept the letter of resignation of Kathryn Hummer, Aide (High School), effective c.o.b. August 31, 2020, with appreciation for her service to the district.

b.    Superintendent’s Recommendation:  That the Board of Education accept the letter of resignation for retirement purposes of Carol Quantock, Secretary to the Superintendent (District Office), effective c.o.b. December 31, 2020, with appreciation for her service to the district.

c.    Superintendent’s Recommendation:  That the Board of Education accept the verbal resignation of Athena Ladd, Monitor (High School), effective c.o.b. September 30, 2020, with appreciation for her service to the district.

d.    Superintendent’s Recommendation:  That the Board of Education approve the request for an unpaid leave of absence of Erin Allen, Lunch Monitor (Sacandaga Elementary School), effective September 8, 2020 through June 30, 2021, as submitted.

11.    Report of Superintendent

a.    Staffing

1)      Superintendent’s Recommendation: That the Board of Education approve the addition of hours of Mary Crandall, Teaching Assistant (Glendaal Elementary School) from 5.5 hours per day to 6.25 hours per day.

2)      Superintendent’s Recommendation: That the Board of Education approve the change in assignment of Robert Brower from Cleaner at Sacandaga Elementary School to Cleaner at Glen-Worden Elementary School, effective September 1, 2020 to June 30, 2021, with no change in salary for 2020-2021.

3)      Superintendent’s Recommendation: That the Board of Education approve the temporary change in assignment of Andrea DeMento from Teaching Assistant at the High School to Teaching Assistant at Glendaal Elementary School, effective September 1, 2020 to June 30, 2021, with no change in salary for 2020-2021.

4)      Superintendent’s Recommendation: That the Board of Education approve the temporary change in assignment of Eric DeCarlo from Teacher at the High School to Teacher at Sacandaga Elementary School, effective September 1, 2020 to June 30, 2021, with no change in salary for 2020-2021.

5)      Superintendent’s Recommendation:  That the Board of Education approve the full-time probationary appointment of Jeffrey Walker as Cleaner, second shift (Sacandaga Elementary School), in accordance with Civil Service Rules and Regulations, effective September 29, 2020, with 2020-2021 salary to be at Step 1, $15.09/hour, 8 hours/day, 40 hours per week.

6)      Superintendent’s Recommendation: That the Board of Education approve the correction in assignment of Michael Revette from Lunch Monitor at Glendaal Elementary School to Lunch Monitor at the Middle School.

7)      Superintendent’s Recommendation:  That the Board of Education approve the following 2020-2021 coaching appointments, retroactive to September 21, 2020:

8)      Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Pamela Bemis as Teaching Assistant (Middle School), effective September 1, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $22.63/hour (Step 10) plus $1.45 per hour longevity, 6.75 hours/day, 33.75 hours per week.

9)      Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Susan Caldwell as Teaching Assistant (Glen-Worden Elementary School), effective September 1, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $19.32/hour (Step 7), plus $.80 per hour longevity, 6 hours/day, 30 hours per week.

10)   Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Susan Gutmaker as Teaching Assistant (Glendaal Elementary School), effective September 1, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $22.63/hour (Step 10), plus $.80 per hour longevity, 1) 6.25 hours/day, 31.25 hours per week.

11)   Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Bonnie Myers as Teaching Assistant (Glen-Worden Elementary School), effective September 1, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $19.32/hour (Step 7), plus $.80 per hour longevity, 6 hours/day, 30 hours per week.

12)   Superintendent’s Recommendation: That the Board of Education approve the part-time appointment of Leslie O’Keefe as Teaching Assistant (High School), effective September 1, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $22.63/hour (Step 10), plus $1.45 per hour longevity, 6.5 hours/day, 32.5 hours per week.

13)  Superintendent’s Recommendation: That the Board of Education approve the list of monitors (cafeteria, door, hall, and recess) and school bus drivers for the 2020-2021 school year.

14)   Superintendent’s Recommendation:  That the Board of Education approve the following Athletic Department supplemental appointments for the 2020-2021 school year as supervisors for regularly scheduled athletic events:

17)      Superintendent’s Recommendation:  That the Board of Education approve the establishment of a one-year Tech Specialist Department Chair position for the period of September 1, 2020 through June 30, 2021, with a stipend of $3,300.

18)    Superintendent’s Recommendation: That the Board of Education approve the list of returning substitute teachers, new substitute teachers (for BOCES and SGCSD), returning teaching assistants, new tutors, and returning substitute monitors for the 2020-2021 school year.

19)  Superintendent’s Recommendation:  That the Board of Education approve the appointment of Diane Wyso as a secretarial substitute at Sacandaga Elementary School at the rate of $15.40/hour for the 2020-2021 school year.

Minutes

A Regular Meeting of the Board of Education of the Scotia-Glenville Central School District was held in the office of the Assistant Superintendent for Curriculum and Instruction, in said district on September 28, 2020.

President Bucciferro called the meeting to order at 7:05 p.m.

Present:  Bucciferro, Carbone, Frederick, Massaro, K. Talbot, Superintendent Swartz, Assistant Superintendent for Curriculum and Instruction Swain, Business Manager Giaquinto and District Clerk DeLong were all present via a video conference due to COVID-19 restrictions.

Absent:   Feinberg, H. Talbot

A Public Hearing on the Code of Conduct was held directly before this meeting.

There was no hearing/privilege of the floor due to the inability to allow the public to attend the meeting in person.

Superintendent’s Comments (Susan M. Swartz, Superintendent of Schools)

Superintendent Swartz informed the Board that it is the District’s intention to hold the next board meeting at the Middle School and open it to the Public, within current COVID guidelines.  She explained that Amy Pedrick, West & Co. will be present to recap her audit report for the Board.  SEI will also be present to discuss options for the next building project.  She reported on current enrollment figures, including the home schooling numbers, which have doubled for this year.  She also reported on new information received regarding the rapid antigen test, which is now considered invalid for schools to use as a means of allowing students/staff to return to school. She then asked President Bucciferro to speak regarding the NYSSBA Resolutions.  President Bucciferro asked the Board to read over the resolutions and be prepared to discuss at the next meeting.

Ms. Carbone noted for the record that the Board wished to thank Ms. Quantock for her service and appreciates all the hard work she has done in her time with the District.

The Board requested that they discuss Item #15 before approving.  Ms. Carbone withdrew her original motion and amended it to all items under Communications, Staffing and Routine Business with the exception of Item #15.
