7.  Approve Classroom Rental & Ancillary Services Agreement with BOCES

Superintendent’s Recommendation:  That the Board of Education approve the classroom rental and ancillary services agreement with Capital Region BOCES for 2020-2021 for the lease of two classrooms (2), as submitted, and authorize the President of the Board of Education to execute same, as submitted.

8.  Approve Distance Learning Classroom Rental Agreement with BOCES

Superintendent’s Recommendation:  That the Board of Education approve the Distance Learning Classroom Rental Agreement for the lease of two (2) classrooms, with an annual rent of $1,000 per classroom, with Capital Region BOCES for 2020-2021, as submitted, and authorize the President of the Board of Education to execute same, as submitted.

9.    Resolution: Decrease Unemployment Reserve Fund

Superintendent’s Recommendation: That the Board of Education adopt the Resolution, dated October 26, 2020, regarding authorizing the decrease in the Unemployment Reserve Fund balance by $80,000 and increasing the General Fund Appropriation Account A90508001 (unemployment insurance) by $80,000, as submitted.

10. Approve Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association

Superintendent’s Recommendation:  That the Board of Education approve the Memorandum of Agreement By and Between Scotia-Glenville Central School District and Scotia-Glenville Teachers’ Association regarding the authorization of assignments and stipends of Clubs and Activities Advisors for the 2020-2021 school year, as submitted.

Superintendent’s Recommendation:  That the Board of Education approve Policy #8635, Data Privacy and Security Policy, as submitted.

a.    Superintendent’s Recommendation:  That the Board of Education approve the correction of the letter of retirement of Elaine McCarthy, Aide (Middle School) from letter of resignation to letter of resignation for retirement purposes.

b.    Superintendent’s Recommendation:  That the Board of Education approve the request for an unpaid leave of absence of Jesse DeLong, Cleaner (Sacandaga Elementary School), from October 9, 2020 to on or about November 9, 2020, as submitted.

c.    Superintendent’s Recommendation:  That the Board of Education approve the request for an unpaid leave of absence of Dana Brockmann, Special Education Teacher (Lincoln Elementary School), from November 18, 2020 to December 31, 2020, as submitted.

d.    Superintendent’s Recommendation:  That the Board of Education approve the request for an extension of the unpaid leave of absence of Kara Amann, Elementary Teacher (Glendaal Elementary School), from January 4, 2021 to June 25, 2021, as submitted.

a.    Staffing

1)      Superintendent’s Recommendation: That the Board of Education approve the correction of the appointment of Benjamin Tunison as Teaching Assistant from Middle School to Glen-Worden Elementary School.

2)      Superintendent’s Recommendation: That the Board of Education approve the appointment of Michael Rourke as School Monitor (High School), in accordance with Civil Service Rules and Regulations, effective October 19, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $11.80/hour, 7.0 hours/day, 35 hours per week.

3)      Superintendent’s Recommendation: That the Board of Education approve the appointment of Brittany Vogel as Monitor (Lincoln Elementary School), in accordance with Civil Service Rules and Regulations, effective October 27, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $11.80/hour, 3.0 hours/day, 15 hours per week.

4)      Superintendent’s Recommendation: That the Board of Education approve the appointment of Lori Kling as Laborer (Bus Sanitizer, Transportation Department), in accordance with Civil Service Rules and Regulations, effective October 5, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $16.94/hour.

5)      Superintendent’s Recommendation:  That the Board of Education approve the appointment of Jennessa Freihofer as Laborer (Bus Sanitizer, Transportation Department), in accordance with Civil Service Rules and Regulations, effective October 5, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $16.94/hour.

6)      Superintendent’s Recommendation: That the Board of Education approve the appointment of Peter Guidarelli as Cleaner (District Office), in accordance with Civil Service Rules and Regulations, effective October 19, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $15.09/hour, 3.0 hours/day, 15 hours per week.

7)      Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Marisa Gale as Reading Teacher (Glen-Worden School), effective October 14, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $60,869 (Step 12+M). Ms. Gale has permanent certification.

8)      Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Kristen Bodden as Art Teacher (High School), effective October 5, 2020 through June 30, 2021, with 2020-2021 salary to be at the rate of $46,658 (Step 2+M). Ms. Bodden has initial certification.

9)      Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Taylor Audi as Elementary Teacher (Sacandaga Elementary School), effective October 5, 2020 through January 6, 2021, with 2020-2021 salary to be at the rate of $45,671 (Step 1+M). Ms. Audi has Emergency COVID-19 certification.

10)   Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Tonya Ellis as Special Education Teacher (Lincoln Elementary School), effective October 6, 2020 through December 31, 2020, with 2020-2021 salary to be at the rate of $44,071 (Step 1). Ms. Ellis has Emergency COVID-19 certification.

11)   Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Kimberly Voellm as Elementary Teacher (Sacandaga Elementary School), effective October 13, 2020 through December 6, 2020, with 2020-2021 salary to be at the rate of $46,658 (Step 2+M). Ms. Voellm has initial certification.

12)   Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Jonn Gochenour as Health Teacher (High School), effective October 13, 2020 through December 10, 2020, with 2020-2021 salary to be at the rate of $47,542 (Step 3+M). Mr. Gochenour has initial certification.

13)   Superintendent’s Recommendation: That the Board of Education approve the per diem substitute appointment of Travis Hadcock as Technology Teacher (Middle School/High School), effective September 30, 2020, with 2020-2021 salary to be at the rate of $220.36 per day (Step 1). Mr. Hadcock does not have certification, but is enrolled in the MAT (Master of Arts in Teaching) program through Clarkson University.

14)   Superintendent’s Recommendation: That the Board of Education approve the regular substitute appointment of Olivia Green as Special Education Teacher (Lincoln Elementary School), effective October 16, 2020 through June 30, 2021, with 2020-2021 salary to be at $44,071 (Step 1). Ms. Green has initial certification.

15)   Superintendent’s Recommendation: That the Board of Education approve the list of returning substitute teachers, substitute bus aides, and substitute bus drivers for the 2020-2021 school year, as submitted.

16)   Superintendent’s Recommendation: That the Board of Education approve additional stipend for the individual listed below for the 2020-2021 school year:

A Regular Meeting of the Board of Education of the Scotia-Glenville Central School was held in the auditorium of the Middle School, in said district on October 26, 2020.

President Bucciferro called the meeting to order at 6:15 p.m.

Hearing/Privilege of the Floor

Chris O’Neal, 133 Saratoga Rd., spoke to the Board regarding the status of COVID cases in the schools, as well as the status of Middle School clubs operating.

Superintendent’s Comments (Susan M. Swartz, Superintendent of Schools)

Superintendent Swartz acknowledged School Board recognition week by presenting the Board with small gifts to show the District’s appreciation for the Board’s hard work and dedication.  She then spoke about the COVID dashboard on the website and explained that the dashboard information is based on zip code, rather than school district, which means there could be a case listed that is within our zip code, but not necessarily a student or staff member within our school. She spoke briefly about the recent microclusters that have been appearing and explained that the Governor determines the “zones” for these and that if we were to be considered in a yellow zone, we would need to go all virtual.  She also updated the Board on new regulations that now enable a person’s health care provider to determine whether they need a COVID test or not in order to return to work/school.  She discussed the issue of winter athletics and informed the Board that districts are still awaiting guidance from the Governor in this area.

Discussion: BCS Items Not Included in 2021 Capital Project

Business Manager Giaquinto spoke to the Board about the items that were not included in the proposed new capital project.  He explained that items were selected based on health and safety issues, while also keeping the project at a cost that would have no tax impact. The Board discussed briefly but agreed that keeping the project as proposed was how they would like to proceed. (This report is contained as Appendix A to these minutes).
