Consultants to provide consulting services for Child Nutrition Programs operated by the Food Service Management Company for the 2020-2021 school year, as submitted.

7.   Adopt Board of Education Policy for a First Reading: 6615 – Online Banking Services

Superintendent’s Recommendation:  That the Board of Education adopt the revised Board of Education Policy # 6615, as submitted.

8.  Approval of Amended AS-7 Contract for 2019-2020 BOCES Services and Preliminary AS-7 Contract for 2020-2021

Superintendent’s Recommendation: That the Board of Education approve the amended AS-7 Contract for 2019-2020 BOCES Services and the Preliminary AS-7 Contract for 2020-2021 BOCES Services, as submitted.

9.  Resolution:  Set 2020-2021 School Tax Rate and Tax Rate Analysis

Superintendent’s Recommendation:  That the Board of Education adopt the Resolution, dated July 21, 2020, approving the 2020-2021 tax levy, as submitted.

10.  Adopt 2020-2021 School Breakfast and Lunch Meal Price List

Superintendent’s Recommendation:  That the Board of Education approve the 2020-2021 Food Service Price List, effective September 1, 2020, as submitted.

11. Approval of 2020-2021 Fee Schedule for Community Use of School Facilities

Superintendent’s Recommendation:  That the Board of Education adopt the 2020-2021 fee schedule for community use of school facilities and regulations governing use of such facilities, as submitted.

12. Resolution:  Authorize the Acquisition of School Buses and Authorize the Issuance of Serial Bonds in an Aggregate Principal Amount not to Exceed $465,000 for the Acquisition of Six School Buses and Vehicles

Superintendent’s Recommendation:  That the Board of Education approve the Resolution, dated July 27, 2020, authorizing the acquisition of six school buses and vehicles and authorizing the issuance of serial bonds in an aggregate principal amount not to exceed $465,000, as submitted.

13. Resolution: Approve Refinancing of the Master Lease Agreement Financing with Municipal Leasing Consultants, LLC (MLC) under the 2013 Agreement with Key Government Finance

Superintendent’s Recommendation: That the Board of Education approve the Resolution, dated July 27, 2020, regarding approving refinancing of the Master Lease Agreement Financing with Municipal Leasing Consultants, LLC (MLC) under the 2013 Agreement with Key Government Finance, as submitted.

14. Report of Superintendent

a.     Staffing

1)       Superintendent’s Recommendation:  That the Board of Education approve the probationary appointment of Derrek Tuthill as Technology Teacher (Middle School/High School), effective September 1, 2020 through August 31, 2023, with 2020-2021 annual salary to be at the rate of $69,523 (Step 16 +M).  Mr. Tuthill has professional certification.

2)   Superintendent’s Recommendation:  That the Board of Education approve the appointment of Leslie Nuzzo as a 1.0 FTE Elementary Art Teacher (Districtwide), effective September 1, 2020 through June 30, 2021, with 2020-2021 annual salary to be at the rate of $53,728 (Step 7 +M).  Ms. Nuzzo has professional certification.

3)    Superintendent’s Recommendation:  That the Board of Education approve the change in assignment of Shannon D’Aurizio from Glen-Worden Elementary to the Middle School, effective September 1, 2020, with no change in salary for 2020-2021.

4)    Superintendent’s Recommendation:  That the Board of Education approve the change in assignment of Elizabeth Foley from 6th Grade Teacher at the Middle School to Special Education Teacher (grades 7 and 8) at the Middle School, effective September 1, 2020, with no change in salary for 2020-2021.

5)    Superintendent’s Recommendation:  That the Board of Education approve the change in assignment of Jacqueline Beltran from 1st Grade Teacher at Glendaal Elementary School to 3rd Grade Teacher at Sacandaga Elementary School, effective September 1, 2020, with no change in salary for 2020-2021.

6)    Superintendent’s Recommendation:  That the Board of Education approve the change in assignment of Andrea DiCaprio, Jr. from 3rd Grade Teacher at Sacandaga Elementary School to 5th Grade Teacher at Sacandaga Elementary School, effective September 1, 2020, with no change in salary for 2020-2021.

7)    Superintendent’s Recommendation:  That the Board of Education approve the change in assignment of Robert Gula from 5th Grade Teacher at Sacandaga Elementary School to 4th Grade Teacher at Sacandaga Elementary School, effective September 1, 2020, with no change in salary for 2020-2021.

8)    Superintendent’s Recommendation:  That the Board of Education approve 10 additional summer days for Megan Johnson, at 1/200th of her 2019-2020 annual salary for each full day of service, in order to perform O365, ClassLink, and Unified Classroom work.

9)    Superintendent’s Recommendation:  That the Board of Education approve the appointment of Amanda Morris as Substitute Teacher (Senior High School), effective September 1, 2020 through January 4, 2021, with 2020-2021 salary to be at the rate of $47,542 (Step 3 +M).  Ms. Morris has initial certification.

10)  Superintendent’s Recommendation:  That the Board of Education approve the appointment of Debra Lewis as Substitute Elementary Teacher (Glendaal Elementary School), effective September 1, 2020 through January 4, 2021, with 2020-2021 salary to be at the rate of $48,361 (Step 4 +M).  Ms. Lewis has initial certification.

11)  Superintendent’s Recommendation: That the Board of Education approve the attached list, dated July 27, 2020, of additional employees for summer curriculum work at the rate of $125/day for Teachers and $91.84 for Teaching Assistants for each full day of service this summer, as submitted.

16) Superintendent’s Recommendation: That the Board of Education approve the probationary appointment of Shayna Weiss-Perea as Elementary Teacher (Glen-Worden Elementary School), effective September 1, 2020 through August 31, 2024, with 2020-2021 annual salary to be at the rate of $52,376 (Step 6 +M).  Ms. Weiss-Perea has initial certification.

17) Superintendent’s Recommendation: That the Board of Education approve the probationary appointment of Dawn Montague as Elementary Teacher (Sacandaga Elementary School), effective September 1, 2020 through August 31, 2023, with 2020-2021 annual salary to be at the rate of $58,713 (Step 10 +M).  Ms. Montague has permanent certification.

A Regular Meeting of the Board of Education of the Scotia-Glenville Central School District was held in the office of the Assistant Superintendent for Curriculum and Instruction, in said district on July 27, 2020.

President Bucciferro called the meeting to order at 7:00 p.m.

Present:  Superintendent Swartz, Assistant Superintendent for Curriculum and Instruction Swain, Business Manager Giaquinto and District Clerk DeLong

Bucciferro, Carbone, Feinberg, Frederick, H. Talbot and K. Talbot were all present via a video conference due to COVID-19 restrictions.

Absent:   Massaro

Pledge of Allegiance

Superintendent’s Comments (Susan M. Swartz, Superintendent of Schools)

Superintendent Swartz reported that the District’s Re-Opening Plan is due on Friday, however she stated that due to the ever changing information and guidance districts are receiving, the plan that she submits will not be the absolute final plan and that approval of what she submits will be by the Governor.  She stated that at this point in time, committees are being formed on every aspect of re-opening.  She explained that based on survey results, there is no way to make everyone happy with the re-opening, but the District will comply with all SED and Governor Cuomo’s regulations to ensure the safest possible opening.

Discussion: Next Capital Project Kick-Off Discussion

Business Manager Giaquinto explained that this discussion is just the first step for the Board to consider the next Capital Project.  He stated that if there is another building project, it would be based upon the Building Condition Survey.  He also explained that if the District were to proceed with plans for another Capital Project, the impact on the tax payers would be minimal, as an older project is falling off the books and the cost of a new project would be mitigated by that.  (This information is contained as Appendix A to these minutes).
