A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Board Room of the District Office, in said
district on July 24, 2006.
President of the Board of
Education Margaret Smith called the meeting to order at 7:05 p.m.
Present: Ahnert, Carbone, Conlon, Normington, Smith, Yagielski, Superintendent Swartz, Director of Curriculum and Instruction Kavanaugh, Business Administrator Nolie and District Clerk DeLong.

APPROVE ELEMENTARY, MIDDLE
SCHOOL AND SENIOR HIGH SCHOOL CODES OF CONDUCT
MOVED by Carbone that the Board of Education approve the revised Elementary, Middle School, and Senior High School Codes of Conduct, as submitted. (These codes are contained as Appendix A to these minutes).

the request for the overnight trip of the Spanish Travel Club students and
chaperones to Avila, Spain, from February 16, 2007 - March 2, 2007, at no

DISCUSSION/PLANNING: 2006-2007 BOARD OF EDUCATION PRESENTATIONS
Superintendent Swartz asked
the Board for input on possible items for presentations for the 2006-2007
school year. The Board gave
Superintendent Swartz several items that would be of interest to them.
DISCUSSION: BOARD OF EDUCATION RETREAT
Superintendent Swartz
and the Board discussed a Board of Education Retreat. It was decided that
the Board will hold a
retreat before the August 14th Board meeting.
FORMATION OF A BOARD OF EDUCATION POLICY SUB COMMITTEE
MOVED by Carbone that
the Board of Education adopt the following Resolution:
Resolved that the Board of Education establish a Board of
Education Policy Sub Committee, consisting of two or three members of the Board
of Education and the Superintendent of Schools or his/her designee, to review,
revise and amend existing Board of Education Policies and develop new policies
as needed.

RESOLUTION: AMEND THE 2006-2007 GENERAL FUND BUDGET
MOVED by Conlon that the Board of Education adopt the Resolution, dated July 24, 2006, to authorize the increase in the general fund revenue and appropriations in the amount of $1,077.06.

MOVED by Conlon that the Board of Education approve a classroom rental and ancillary services agreement with the Capital Region BOCES for 2006-2007 (for lease of seven classrooms and Distance Learning classrooms), as submitted, and authorize the President of the Board to execute same. (This agreement is contained as Appendix D to these minutes).

COMMUNICATIONS
a. Accept the letter of
resignation for retirement purposes of Karen McKenney, Guidance Counselor
(Senior High School), effective February 1, 2007, with appreciation for her
service to the district. (This
resignation is contained as Appendix F to these minutes).
b. Approve the request for an unpaid leave of absence
for childcare purposes of Lauren (Reznitsky) Scavullo, Elementary Teacher
(Sacandaga Elementary School), effective October 14, 2006 through November 26,
2006. (This request is
contained as Appendix G to these minutes).
c. Accept the letter of resignation of Julie Mancini,
par-time Teaching Assistant (Glen-Worden Elementary School), effective c.o.b.
August 31, 2006,in order for her to accept the probationary Teaching Assistant
position (Lincoln Elementary School), effective September 1, 2006. (This resignation is contained as Appendix
H to these minutes).
ROUTINE BUSINESS
a. Staffing
1) Approve the probationary
appointment of Sarah A. Herzog as Teacher of Children with Handicapping
Conditions (General Special Education Tenure Area) (Middle School), effective
September 1, 2006 through August 31, 2009, with 2006-2007 salary to be at the
annual rate of $41,479 (Step 4 +M +14).
Ms. Herzog has provisional certification. This appointment is
conditioned on the school districtÕs receipt of clearance for the employee from
the State Education Department following a criminal history records check in
accordance with the provision of Education Law ¤3035.
2) Approve the probationary appointment of Catherine
Tarjick as Remedial Reading Teacher (Glen-Worden/Glendaal Elementary Schools),
effective September 1, 2006 through August 31, 2009, with 2006-2007 salary to
be at the annual rate of $40,077 (Step 3 +M). Ms. Tarjick has permanent
certification. This appointment is
conditioned on the school districtÕs receipt of clearance for the employee from
the State Education Department following a criminal history records check in
accordance with the provision of Education Law ¤3035.
3) Approve the probationary appointment of Candi
Bordell as Foreign Language Teacher (Senior High School), effective September
1, 2006 through August 31, 2008, with 2006-2007 salary to be at the annual rate
of $45,030 (Step 6 +M +30). Ms.
Bordell has permanent certification.
This appointment is conditioned on the school districtÕs receipt of
clearance for the employee from the State Education Department following a
criminal history records check in accordance with the provision of Education Law
¤3035.
4) Approve the regular substitute appointment of Casey
R. Lake as Teacher of Children with Handicapping Conditions (General Special
Education Tenure Area) (Middle School), effective September 1, 2006 through
June 30, 2007, with 2006-2007 salary to be at the annual rate of $36,324 (Step
1 +12). Ms. Lake has initial
certification.
5) Approve the probationary appointment of
Julie Mancini as Teaching Assistant (Lincoln Elementary School), effective
September 1, 2006 through August 31, 2009, with no change in current hourly
rate of pay. Ms. Mancini holds a
Continuing Certificate as a Teaching Assistant.
6) Approve the part-time appointment of Sheila Bellinger
as Teaching Assistant, (Districtwide), effective September 1, 2006 through June
30, 2007, with 2006-2007 salary to be at the annual rate of $15,619.50 (Step 2,
6.0 hours/day). Ms. Bellinger
holds a Continuing
Certificate as a Teaching Assistant. This appointment is conditioned on the
school districtÕs receipt of clearance for the employee from the State
Education Department following a criminal history records check in accordance
with the provision of Education Law ¤3035.
7) Approve the part-time appointment of Christine
Grugan as Teacher Aide (Middle School), in accordance with Civil Service
Regulations, effective September 1, 2006 through June 30, 2007, with 2006-2007
salary to be at the rate of $8.25/hour (3.5 hours/day). This appointment is conditioned on the
school districtÕs receipt of clearance for the employee from the State
Education Department following a criminal history records check in accordance
with the provision of Education Law ¤3035.
8) Approve the following part-time summer school
appointment:

Kim DeCorah (Distance Learning Lab) $8.25/hour,
up to a total of 12 hours

Approve the increase in assignment of Sharon Kristel, Typist (Senior High
School) (Library) from
6.75 hours/day to 7.5
hours/day, effective September 1, 2006, with no change in her current hourly
rate of pay.
