Special Meeting Minutes

 

A Special Meeting of the Board of Education of the Scotia-Glenville Central School District was held in the Board Room of the Central Office Building in said district on August 22, 2005.

 

President of the Board of Education Margaret Smith called the meeting to order at 7:05 p.m.

 

Present:      Ahnert, Bradley, Carbone, Conlon, Crisafulli, Smith, Superintendent Swartz, Business Administrator Nolie, Director of Curriculum and Instruction Kavanaugh, and District Clerk DeLong.

WRITTEN REPORT Š SCOTIA-GLENVILLE HIGH SCHOOL JUNE 2005 TESTING REPORT Š REGENTS      EXAMINATIONS, AP EXAMS, COURSE FAILURES

 

Director of Curriculum and Instruction Kavanaugh gave a brief overview of the June 2005 Testing Report.  The Board discussed the results of this report and also discussed several options the District might consider to see an improvement for next year.

 

 

RESOLUTION:  SET 2005-2006 SCHOOL TAX RATE

 

MOVED by Bradley that the Board adopt the resolution approving the 2005-2006 tax levy, as

submitted. (This resolution is contained as Appendix A to these minutes.)

MOVED by Carbone that the Board of Education accept/approve the following items under Communications and Routine Business:

 
COMMUNICATIONS

      

       a.  Accept the letter of resignation of Joan (White-Smith) Sheridan, Social Studies Teacher (Senior High School), effective August 31, 2005, with appreciation for her service to the district. (This resignation is contained as Appendix C to these minutes).

 

      b.     Accept the letter of   resignation of Trisha Burr, Teacher of Children with Handicapping Conditions (General Special Education Tenure Area) (Senior High School), effective September 7, 2005, with appreciation for her service to the district.  (This resignation is contained as Appendix D to these minutes).

 

ROUTINE BUSINESS

 

       a.   Staffing

 

                    1)  Grant the Superintendent of Schools the authority to hire staff between August 23 and September 9, 2005, with such hiring to be within the approved Table of Organization, with Board ratification to be taken at its regular meeting on September 12, 2005.

 

              2)   Approve the probationary appointment of Renee M. Tolan as Social Studies Teacher (Middle School/Senior High School), effective September 1, 2005 through August 31, 2008, with 2005-2006 annual salary to be at the rate of $40,726 (Step 4 +M).  Ms. Tolan has conditional        initial certification. This appointment is conditioned on the school    districtÕs receipt       of    clearance for the employee from the State Education Department following a criminal history records        check in accordance with the provisionof Education Law ¤3035.

 

               3)  Approve the probationary appointment of Lisa K. Brennan as Elementary Teacher (Glendaal Elementary School), effective September 1, 2005 through August 31, 2008, with 2005-2006 annual salary to be at the rate of $42,268 (Step 5 +M).  Ms. Brennan has provisional certification.  This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035.

 

             

 

 

              4)   Approve the probationary appointment of Melissa S. Bobo as English Teacher (Middle School), effective October 11, 2005 through October 10, 2008, with 2005-2006 annual salary      to be at the rate of $36,715 (Step 2).  Ms Bobo has initial certification.  This appointment is conditioned on the school districtÕs receipt of clearance for the      employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035.

 

 

              5)    Approve the part-time appointment of Alric A. Lewis, Jr., as English Teacher (Senior     High School), effective September 1, 2005 through June 30, 2006, with 2005-2006 annual salary to be at the rate of $21,300 (Step 1, 60%). Mr. Lewis has provisional        certification. 

 

             6)     Approve the part-time appointment of Jessica L. Brennan as School Social Worker (Senior High School), effective September 1, 2005 through June 30, 2006, with 2005-2006 annual salary to be at the rate of $20,078 (Step 3 +M +32, 50%) and, further grant her a supplemental appointment as School Social Worker at the annual rate of $1,300 supplement.  Ms. Brennan has permanent certification.

                    

7) Approve the probationary appointment of Matthews Hughes as Teaching Assistant (Senior High School), effective September 1, 2005 through August 31, 2008, with 2005-2006 salary to be at the annual rate of $16,721.25 (Step 2, 7 hours/day).  Mr. Hughes has a Level 1 Teaching Assistant certificate.   

 

8)   Approve the part-time appointment of Alric A. Lewis, Jr., as Teaching Assistant (Senior High School), effective September 1, 2005 through June 30, 2006, with 2005-2006 salary to be at the rate $5,874.38 (Step 2, 2.5 hours/day).  Mr. Lewis has provisional teacher certification.

 

               9)  Approve the part-time appointment of Michelle Budka as School Monitor (Middle School), effective September 8, 2005 through June 30, 2006, with 2005-2006 salary to be at the rate of $8.00/hour (2.5 hours/day). This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035.

 

                    10)   Approve the part-time appointment of Evelyn Hughes as School Monitor (Lincoln Elementary School), effective September 8, 2005 through June 30, 2006, with 2005-2006 salary to be at the rate of $8.00/hour (2.0 hours/day).  This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035

 

                    11)   Approve the part-time appointment of Georgia N. Serroukas as Teacher Aide (Glendaal Elementary School), effective September 8, 2005 through June 30, 2006, with 2005-2006 salary to be at the hourly rate of $8.05 (33 hours/week).  This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035

       

                   12)    Approve the part-time appointment of Kristen A. Hudson as Teacher Aide (Glendaal Elementary School), effective September 8, 2005 through June 30, 2006, with 2005-2006 salary to be at the hourly rate of $8.10 (30.5 hours/week).  This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035

 

                   

                   13)    Approve the part-time appointment of Susan M. Bandy as Teacher Aide (Senior High School), effective September 8, 2005 through June 30, 2006, with 2005-2006 salary to be at the hourly rate of $8.10 (33 hours/week).    This appointment is conditioned on the school districtÕs receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law ¤3035

 

                    14)   Approve the following 2005-2006 salary lists, as submitted: (These lists are contained as Appendix E to these minutes).

                    15)   Approve the substitute rate for 2005-2006 as follows:

                18)       Approve the change in the probationary appointment of Kimberly Durant as English Teacher (Senior High School), from effective September 1, 2005 through August 31, 2008, to effective September 1, 2005 through August 31, 2007, with no change in her 2005-2006 annual salary.

       

 

b.    Placement of Students with Disabilities

Accept the Placement of Students with Disabilities as recommended by the Committee on Special Education at their meetings on 8/9, 8/4, 8/9, and as recommended by the Committee on Preschool Special Education at their meetings on 7/15 and 8/10.

 

      

           c.   Bids:  Transportation

 

                     Award the Pupil Transportation Services Bid for 2005-2006 to Northland Transportation, as per the attached Bid Summary.  (This bid is contained as Appendix F to these minutes).

         OTHER BUSINESS

 

Mr. Crisafulli discussed the issue of the District still having some positions open and whether these would be filled before school starts.  Director of Curriculum and Instruction Kavanaugh informed the Board that these positions are close to being filled, but the District will sub these positions out if necessary.
