A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Cafeteria of the Middle School in said district
on August 23, 2004.
President of the Board of
Education Margaret Smith called the meeting to order at 7:00 p.m.

Report: Special Education Š
Anthony Albanese, Director of Pupil Personnel Services
Superintendent Marcelle introduced Tony
Albanese, Director of Pupil Personnel Services, who was on hand to present the
Curriculum Report for the Special Education Department. Mr. Albanese answered
questions previously posed by Board Members and outlined the programs planned
for 2004-2005. Mr. Albanese also
presented some ideas for the 2005-2006 school year. The Board discussed trends in the Special Education student
population and IEP Direct, a new web-based system for IEP reporting.
Written
Report Š Summer School 2004
Superintendent Marcelle presented the
Board with the Written Report Š Summer School 2004, highlighting enrollment,
attendance and passing rates.
Superintendent Marcelle thanked Kelly Peugh-Forte, the Summer School
Principal, for her work this past summer.
Discussion: 2004-2005 Goals
Superintendent Marcelle presented the
Board with an up to date copy of the 2004-2005 Goals.
Presentation: Staff Evaluation Instrument
Director of Curriculum and Instruction
Joseph Kavanaugh, presented a draft of the Staff Evaluation Instrument. He outlined major changes in the
document including: the refinement of some wording; increasing the choices for
levels of performance from 3 to 4; and consolidating the Single Evaluation
instrument with the Classroom Observation form. Also, the documentÕs title changed form Staff Evaluation
Form to Teacher Evaluation Form.
Board Members discussed the wording of the levels of performance. The Director of Curriculum and
Instruction indicated his intent to bring back the draft to both Administrative
Council and the Professional Development Committee. He will include concerns of the Board in these discussions.

Revised Classroom Rental & Ancillary Services Agreement with BOCES
MOVED by Ahnert that the Board of
Education approve the revised classroom rental and ancillary services agreement
with the Capital Region BOCES for 2004-2005 (for lease of seven classrooms), as
submitted, and authorize the President of the Board to execute same. (The Resolution is contained as
Appendix B to these minutes.)

a. Staffing
1) Grant the Superintendent
of Schools the authority to hire staff between August 24 and September 10,
2004, with such hiring to be within the approved Table of Organization, with
Board ratification to be taken at its regular meeting on September 13, 2004.
2) The
regular substitute appointment of Joanna Clark as Elementary Teacher (Sacandaga
Elementary School), effective September 1, 2004 through January 21, 2005, with
2004-2005 salary to be at the annual rate of $36,910 (Step 3 +M +6). Ms. Clark has permanent certification.
3) The probationary appointment of Sandra Page as
Teaching Assistant (Glendaal Elementary School), effective September 1, 2004
through August 31, 2007, with 2004-2005 salary to be at the annual rate of
$16,721.25 (Step 2, 7 hours/day).
Ms. Page's Teaching Assistant certification is in progress.
4) The probationary appointment of Matthews Hughes as
Teaching Assistant (Senior High School), effective September 1, 2004 through
August 31, 2007, with 2004-2005 salary to be at the annual rate of $16,448.25
(Step 1, 7 hours/day). Mr. Hughes'
Teaching Assistant certification is in progress.
5) The appointment of Cynthia Shipley as Director of
Continuing Education for the 2004-2005 school year, at a salary of $4,524.
6) The appointment of Cynthia Dorazio as Assistant to
the Director of Continuing Education for the 2004-2005 school year, at the
hourly rate of $9.51.
7) The appointment of Joan Cipriano as Coordinator of
the Substitute Registry for the 2004-2005 school year, at a salary of $11,500.
8) The following

Elementary School), effective September 1, 2004 through June 30, 2005, with
2004-2005 salary to be at the rate of $7.89/hour (2 hours/day). This appointment is conditioned on the
school districtÕs receipt of clearance for the employee from the State Education
Department following a criminal history records check in accordance with the
provision of Education Law ¤3035.
13) The part-time appointment of Carol DiPace as School Monitor (Glen-Worden
Elementary School), effective September 1, 2004 through June 30, 2005, with
2004-2005 salary to be at the rate of $7.89/hour (5.25 hours/day).
14) The part-time School Monitor appointment of Gail
Smith as School Monitor (Glendaal Elementary School), effective September 1,
2004 through June 30, 2005, with 2004-2005 salary to be at the rate of
$7.89/hour (5 hours 10 minutes/day).
