Special Meeting Minutes
A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Board Room at the District Office in said
district on July 26, 2004.
President of the Board of
Education Margaret Smith called the meeting to order at 7:00 p.m.
Present: Bradley, Carbone, Carpenter, Conlon, Crisafulli, Smith, Superintendent Marcelle, Business Administrator Nolie, Director of Curriculum and Instruction Kavanaugh, Acting District Clerk Hartman.
Excused: Ahnert.
Hearing/Privilege of the Floor

Linda Lewis, 365 Stone
Arabia Road, a School Psychologist for the District, spoke on behalf of the
teachers regarding contract negotiations.
Superintendent Marcelle
reviewed the process for the discussion of the District Goals for
2004-2005. He advised that
discussion will continue throughout the summer. He explained that initiatives were put together by Joe
Kavanaugh, Dorothy Nolie and himself.
The proposed goals have been categorized into three categories Ð Student
Achievement, Annual Goals and Developmental Goals. Mr. Marcelle and Mr. Kavanaugh reviewed each of the goals in
the three categories. Mr.
Kavanaugh provided specific information to the Board on changes that will take
place next year in the AEP Program (Academic Enrichment Program), one of the
Student Achievement goals proposed for 2004-2005.
In addition, each
administrator will be responsible for establishing goals for their department
and building. Ben Conlon
expressed a concern with all buildings not have the same goals. Mr. Kavanaugh explained that each
building may have different goals depending on the areas that need improvement
for that building. He noted the
varying cultures in the different buildings, and that each building may need to
focus on different areas.
Ben Conlon expressed the importance of teaching across the board at all
of the schools.
Mr. Marcelle and Mr.
Kavanaugh addressed questions from Board members. Mr. Marcelle advised that the dialogue regarding the
District Goals for 2004-2005 will continue throughout the summer. (Additional information is

Mr. Marcelle advised that he has met with Katherine
McCary, School District Attorney, regarding the Board of Education Policy
review. They have begun to
go through the policy book making sure that the required policies are included
in the manual. Mr. Marcelle
reviewed the proposed plan for the review and discussed the procedure with the
Board. He noted that it is
the Board of EducationÕs decision to review any of the policies at any
time. Board members agreed
to continue with the procedure of reviewing a particular policy twice at
consecutive regular meetings. The
procedure will begin with review of the required 30 policies, and then will
continue with review of policies that are not in line with the 30
requirements.
Drafts of the above policies were provided and
reviewed by the Board of Education. Below are the highlights on the discussion of
each of these policies.

Board Policy
Development (#2400) combines five
existing policies into one policy.

Interpreters for
Hearing-Impaired Parents is a new required policy. The wording in the draft policy was discussed. Mr. Conlon recommended some changes to
the wording. A revision to the
draft will be made.

Home Instruction
(#4343) is a policy that is outdated and requires revision. Mr. Marcelle noted that Home
Instruction is monitored through the SuperintendentÕs Office. Mrs. Carbone stressed the importance of
being upfront with parents in regard to activities and services that are not
available to home-school students.

Employment of spouse or
children of Board members and Administrators (#9290.1 and 9390.3) are existing
policies stating that spouses and children of Board members and district office
administrators will not be employed in any instructional position. This is not a required policy and Mr.
Marcelle questioned the feelings of Board members on this policy. After some
discussion, the Board did not feel that this was a necessary policy and decided
that the policy should be dropped.
The suggested recommendations will be made to the
policies, and they will then be brought back for review at the next regular
meeting.

MOVED by Carbone that the Board of Education adopt
the following Novel series
textbooks for use in the Foreign Language courses at the Senior High School:

a. Accept the letter of resignation of Andrea
Erwetowski, Teaching Assistant (Glendaal Elementary School), effective July 16,
2004, with appreciation for her service to the district. (The letter of resignation is contained as Appendix D
to these minutes.)
Routine Business
a. Staffing
1) The probationary appointment of Kristin M. Huntsman
as Guidance Counselor (Middle School), effective September 1, 2004 through
August 31, 2007, with 2004-2005 salary to be at the annual rate of $39,300 (Step 2 +M +18) and further approve her supplemental appointment as Guidance
Counselor, with 2004-2005 stipend at $2600. Ms. Huntsman has provisional
certification. This appointment is
conditioned on the school districtÕs receipt of clearance for the employee from
the State Education Department following a criminal history records check in
accordance with the provision of Education Law ¤3035.
2) The probationary appointment of Cynthia Markham as
Remedial Speech Teacher (Middle School), effective September 1, 2004 through
August 31, 2007, with 2004-2005 salary to be at the annual rate of $37,396
(Step 3 +M +24). Ms. Markham has provisional certification. This appointment is
conditioned on the school districtÕs receipt of clearance for the employee from
the State Education Department following a criminal history records check in
accordance with the provision of Education Law ¤3035.
3) The part-time appointment of Joan Suda as Teacher of
Children with Handicapping Conditions (General Special Education Tenure Area)
(Glen-Worden and Sacandaga Elementary Schools), effective September 1, 2004
through June 30, 2005, with 2004-2005 salary to be at the rate of $25,260.20
(Step 1 + M + 18, 70% basis). Ms.
Suda has provisional certification.
4) The regular substitute appointment of Kimberly A.
Durant as English Teacher (Senior High School), effective September 1, 2004
through June 30, 2005, with 2004-2005 salary to be at the annual rate of
$36,221 (Step 1 +M +23[1/3]). Ms.
Durant has provisional certification.
This appointment is conditioned on the school districtÕs receipt of
clearance
for the employee from the State
Education Department following a criminal history records check in accordance
with the provision of Education Law ¤3035.
5) The Board of Education approve the part-time
appointment of Michele M. DeVivo as Art Teacher (Glendaal Elementary School),
effective September 1, 2004 through June 30,
2005, with 2004-2005 salary to be at the annual rate
of $18,188 (Step 2 +M +6, 50% basis).
Ms. DeVivo has permanent certification. This appointment is conditioned on the school districtÕs
receipt of clearance for the employee from the State Education Department
following a criminal history records check in accordance with the provision of
Education Law ¤3035.
6) The probationary appointment of Maura DiPace as
Teaching Assistant (Middle School), effective September 1, 2004 through August
31, 2007, with 2004-2005 salary to be
at
the annual rate of $16,448.25 (Step 1, 7 hours/day). Ms. DiPace's Teaching Assistant certification is in
progress.
7) The appointment of Pamela Stafford as Teacher Aide
(Middle School), effective September 1, 2004 through August 31, 2005, with
2004-2005 salary to be at the rate of $8.20/hour (35 hours/week).

Bids: Food Service Management Program Operations
MOVED by Conlon that the Board of Education award the
contract to provide Food Service Management Program Operations to Aramark in
accordance with specifications and their low bid and authorize the Board
President to sign the food service management contract with the successful
bidder.
Dorothy Nolie, Business Administrator, responded to
several questions from members of the Board concerning the change in the food
service management company. (The Bid Summary is contained as Appendix E to
these minutes.)

Other Business

The next Board of
Education meeting will be held on August 9th in the Middle School
cafeteria. The tax rate will be
discussed at this meeting. Mrs.
Nolie noted that tax bills have to go out September 1st.

Mrs. Carbone highlighted
the topics covered at the Annual School Law Conference she recently
attended. She offered to
share the materials that she obtained at the conference with other board
members who may be interested.

Ben Conlon questioned the cost of the new locks for the
middle school lockers and the procedure for distributing the locks to middle
school students.

Board of Education adjourn into Executive Session to discuss matters of
personnel and/or negotiations.
