A
Regular Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Auditorium of the Middle School in said
district on April 5, 2004.
President of the Board of
Education Kurt Ahnert called the meeting to order at 6:30 p.m.
Present: Ahnert, Bradley, Carbone, Carpenter, Conlon, Magruder, Smith, Superintendent Marcelle, Business Administrator Nolie, Director of Curriculum and Instruction Kavanaugh, District Clerk Galivan

2002-2003 School Report Card Presentation
Joseph Kavanaugh, Director of Curriculum,
presented the Board with a summary of the 2002-2003 School Report Card. He reported that all the schools in the
district are in Ògood standingÓ in every area for which the State measures and
highlighted the positive aspects of the report. He then spoke about concerns and long-term possibilities to
help raise test scores.
2004-2005
Community Budget Forum/Preliminary Budget
President Kurt Ahnert presented an
overview of the 2004-3005 Preliminary Budget. Mr. Ahnert outlined the budget process and explained that
the Board had cut $649,460 from the preliminary budget to arrive at a tax increase
estimated to be just over 6%.
Superintendent Marcelle then outlined the
budget reductions that have been approved and explained that with 6.04%
estimated tax increase, the additional tax on a $100,000 home would be $158
before STAR deductions.
President Ahnert invited comments from the
community members, students and faculty.
Several members of the community and staff made comments regarding the
budget and the effect the tax increase and program cuts would have on them.
President Ahnert then began the budget
discussion and the Board Members discussed the items under consideration. The Board reached consensus on items
that they would not consider cutting from the preliminary budget:

President Ahnert wrapped up the
discussion, noting that at the next meeting, the Board will discuss the items
still under consideration and vote on adopting the Budget.
CAPSBA/Legislative
Liaison/PTA Reports
Mr. Conlon reported that there would be a CAPSBA
dinner on April 27, 2004 at Schenectady County Community College focusing on
communication.
Ms. Carbone reported that the PTA would be holding a joint
budget presentation on April 20, 2004.

Staffing
1) The part-time appointment of Andrew S. Baitinger as
Industrial Arts Teacher (Middle School), effective April 6, 2004 through June
30, 2004, with 2003-2004 annual salary to be at the rate of $23,898.00 (Step 5
+M +18, 60% basis). Mr. Baitinger
has provisional certification pending.
2) The part-time appointment of Ann Sail as Teaching
Assistant (Middle School), effective April 20, 2004 through June 30, 2004, with
2003-2004 salary to be at the rate of $12.50/hour (Step3, 6.5 hours/day).
3) The part-time appointment of Jennifer Celorio as Teacher Aide (Sacandaga
Elementary School), effective April 6, 2004 through June 30, 2004, with
2003-2004 salary to be at the rate of $7.75/hour (33 hours/week). This appointment is conditioned on the
school districtÕs receipt of clearance for the employee from the State
Education Department following a criminal history records check in accordance
with the provision of Education Law ¤3035.
4) The part-time appointment of Eileen Conroy as Teacher
Aide (Sacandaga Elementary School), effective April 6, 2004 through June 30,
2004, with 2003-2004 salary to be at the rate of $7.68/hour (33 hours/week).
5) The addition of the following lists of additional substitutes for 2003-2004,
effective April 6, 2004. These appointments are conditioned on the school
districtÕs receipt of clearance for the employees from the State Education
Department following a criminal history records check in accordance with the
provision of Education Law ¤3035.
