Special Meeting Minutes
A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Auditorium of the Middle School in said
district on April 19, 2004.
President
of the Board of Education Kurt Ahnert called the meeting to order at 7:00 p.m.
Present: Ahnert, Bradley, Carbone, Carpenter, Conlon, Magruder, Smith, Superintendent Marcelle, Business Administrator Nolie, Director of Curriculum and Instruction Kavanaugh, District Clerk Galivan
Hearing/Privilege of the Floor
Several members
of the community and staff made comments regarding the budget and the effect
the tax increase and program cuts would have on them.
MOVED by Carbone
that the Board of Education approve the following items under Communications
and Staffing:
communications
a. The
request for an unpaid leave of absence for childcare purposes of Jennifer
Smialek, Elementary Teacher (Glendaal), effective September 1, 2004 through
December 31, 2004. (The letter is contained as Appendix A to these minutes.)
b. The change in the date of resignation of Paul
Whitley, Industrial Arts Teacher and Dean of Students (Middle School) from
effective c.o.b. April 8, 2004 to effective c.o.b. April 5, 2004. (The letter
is contained Appendix B to these minutes.)
c. The request for an unpaid leave of absence for
medical purposes of Josefina King, Cleaner (Middle School), effective March 26,
2004 through April 26, 2004. (The
letter is contained Appendix C to these minutes.)

Final Review and Adoption of 2004-2005 Budget
Superintendent Marcelle began the final
review of the 2004-2005 Budget by outlining a memorandum that addressed
questions Board members had in the following areas:

Senior High Enrollments
á
GOAL/GED Reduction
á
Bus Runs
á
BOCES Classrooms
Superintendent Marcelle then summarized
the reductions approved as of April 5, 2004. After discussing each possible reduction, the Board agreed
to additional reductions. After
further discussion, the Board decided against the following proposed increases
in the budget:

An increase in the
budget for sports programs - $15,000.
á
An increase of 2.0 FTE
Cleaners - $53,590
In addition, the Board decided against a
.60 FTE reduction in the Business Education Department.
MOVED by the Carbone that the Board of
Education submit the following proposition at the Annual District election on
May 18, 2004:
RESOLVED, that the Board of Education of
the Scotia-Glenville Central School District be authorized to expend the sums
set forth in the total amount of $37,348,832 during the 2004-2005 school year
and to levy the necessary tax therefore.

The next meeting of the
Board of Education will be held in the Middle School Cafeteria on April 26,
2004. At the meeting the names of
people on the Facilities Committee will be announced and the Board will vote on
the BOCES Annual Election.

Workers Compensation
MOVED by Conlon that the meeting adjourn to Executive
Session to discuss matters of personnel and/or negotiations.

at 8:40 p.m. and returned to Open Session at 9:08 p.m.
