Special Meeting Minutes
A
Special Meeting of the Board of Education of the Scotia-Glenville Central
School District was held in the Auditorium at the Middle School in said
district on April 7, 2003.
President
of the Board of Education Kurt Ahnert called the meeting to order at 7:00 p.m.
Present: Ahnert, Bradley, Carbone, Carpenter, Conlon, Magruder, Smith, Superintendent Marcelle, Interim Director of Curriculum and Instruction Hodgins, District Treasurer Nolie, District Clerk Galivan
Hearing/Privilege of the Floor
Jerry
Moore of 122 Jay Street, made comments about the Transitional Kindergarten
Program.
Several
students and parents made comments about the upcoming trip to France.
Discussion: Field Trips
President
Ahnert excused himself from the discussion due to a personal conflict of
interest. Superintendent Marcelle
discussed a meeting he recently had with the parents of the students who are to
be attending the April 20 – 29 trip to France. Superintendent Marcelle reported that the majority of the
parents at the meeting indicated that they would like to make the final
decision as to whether their children participate. The Board discussed the pros and cons of allowing the students
to go to France.
MOVED by Carbone that the Board of
Education rescind the movement approving the request for the overseas trip to
France.

The
Board then discussed the Senior High School trip to New York City, which was
cancelled due to the previously imposed three-week ban on all trips to New York
City (March 24 – April 14, 2003).
Superintendent Marcelle reported that the students would like to
reschedule this trip for April 30, 2003.
After a brief discussion on safety issues and the itinerary for the
trip, the Board decided to let the three-week ban expire and the students will
go on the trip.
Discussion: 2003-2004 Budget
Superintendent Marcelle referred to
the updated 2003-2004 Budget Summary Sheet. He outlined the Carry Forward Budget and areas of the budget
that, based on input from school and community members, have been identified as
priorities by the Board of Education.
Mr. Marcelle outlined the proposed cuts to the budget and noted that if
the reductions were made, the tax impact on the community would fall between
9.96% and 13.4%. Superintendent
Marcelle explained that these
figures are dependant upon variables
in the State Employment Retirement System payments and the possible restoration
of state aid cuts made by the Governor.
The Board discussed the possibility
of additional budget reductions.

of Children with Disabilities
MOVED by Carbone that the Board of Education accept
the Placement of Children with Disabilities as recommended by the Committee on
Special Education at their meetings on March 25 (Glendaal), March 19 (Glen
Worden), March 18, 26, 27 (Lincoln), March 25 (High School), and February 7
(Left District).

reminded the Board that the next meeting will take place on Monday, April 14,
2003 in the Auditorium at the Middle School.

Board of Education adjourn into Executive Session to discuss matters of
personnel and/or negotiations.

Board of Education adjourned to Executive Session at 8:35 p.m. and returned to
Open Session at 8:43 p.m.
