Special  Meeting Minutes

 

A Special Meeting of the Board of Education of the Scotia-Glenville Central School District was held in the Cafeteria at the Middle School in said district on March 3, 2003.

 

President of the Board of Education Kurt Ahnert called the meeting to order at 7:00 p.m.

 

Present:      Ahnert, Bradley, Carbone, Carpenter, Conlon, Magruder, Smith, Superintendent Marcelle, Interim Director of Curriculum and Instruction Hodgins, District Treasurer Nolie, District Clerk Galivan

Emily Peterson, of 233 Lark Street, a student at Sacandaga Elementary School, spoke about the importance of Art class.

 

Andrew Peterson, also of 233 Lark Street, a Middle School student, spoke about the importance of Orchestra.

 

Contingency Budget Presentation

 

Superintendent Marcelle presented the contingency budget.  He explained that in the event of two budget defeats, a contingent budget would have to be adopted by the Board of Education.  He then explained that under current legislation, the contingent budget cap could only exceed last year’s budget by only $558,139.  In order to reach this cap, he explained, $2,163,782 would have to be cut from the current proposed budget. Superintendent Marcelle then outlined the cuts that were under consideration if this had to be accomplished today.  Reductions under consideration included cuts in K-5 classroom instruction, 6-12 classroom instruction, as well as reductions in the Sports, Transportation, and Building and Grounds Departments.  He then outlined reductions considered, but not included at this point.  Superintendent Marcelle concluded by saying that this is an unacceptable education plan.

 

Superintendent Marcelle then invited the Board to comment.  President Ahnert noted the importance of parents and community members attending the four upcoming Budget Community Forums.  Mr. Carpenter would like to reach a consensus on acceptable tax increase.  The Board agreed that they would like feedback from the community.

 

Budget Review:  Board of Education, Central Administration, Finance and Staff, Special Items, BOCES, Interscholastic Athletics, Textbooks, Tuition

 

Dorothy Nolie, District Treasurer, outlined the budget in the areas of Board of Education, Central Administration, Finance and Staff, Special Items, BOCES, Interscholastic Athletics, Textbooks and Tuition.  Mrs. Nolie presented the estimated budget increase in these areas, as well as the reductions that would be made in the event of a contingent budget. 

 

Superintendent Marcelle introduced the Physical Education Director Tom Bried, who presented the Board with a summary of the effect a contingency budget would have on the Athletic Department.  Mr. Bried stressed the importance of athletics and commented that they are an extension of the school

 

 

day.  He thinks students may transfer out of district or drop out if drastic cuts in the Athletic Department are made.

 

Revenue Anticipation Note

 

MOVED by Carbone that the Board of Education adopt the Revenue Anticipation Note Resolution, dated March 3, 2003, as submitted.  (The Resolution is contained as Appendix A to these minutes.)

MOVED by Bradley that the Board of Education approve the following items under staffing:

 

a.       Staffing

 

1)   The probationary appointment of Kimberlee Shartrand as Guidance Counselor (Senior High) effective April 16, 2003 through April 15, 2005, with 2002-2003 salary at the annual rate of $50,714 (Step 13 + M + 32), plus Guidance Counselor supplement at the annual rate of $2,600,

       and further,

       approve an additional rate of $962.50 (to be grant-funded), effective April 16, 2003 through June 30, 2003, for supplemental assignment of duties by the Guidance Department Chairperson.  Ms. Shartrand has permanent certification. This appointment is conditioned on the school district’s receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law §3035.

 

2)    The part-time appointment of Borzens Williams as School Monitor (Glendaal Elementary School), effective March 4, 2003 through June 30, 2003, with 2002-2003 salary to be at the rate of $7.30/hour (8.75 hours/week).  This appointment is conditioned on the school district’s receipt of clearance for the employee from the State Education Department following a criminal history records check in accordance with the provision of Education Law §3035.

b.    Placement of Children with Disabilities             

 

MOVED by Smith that the Board of Education accept the Placement of Children with Disabilities as recommended by the Committee on Special Education at their meetings on February 11, 24, and 25; and Informed Consent and Left District.

Other Business

 

·      Mr. Marcelle reminded the Board of the BOCES Annual Meeting which will be held on April 2, 2003.

 

·      Mr. Marcelle reminded the Board that the next meeting of the Board of Education will be held on March 10, 2003 in the Cafeteria in the Middle School and that Building and Grounds Supervisor, Jim Rodecker and Transportation Supervisor Dave VanSchaick will be on hand to present the Board with Budget Reviews in their areas.

 

MOVED by Carbone that the Board of Education adjourn into Executive Session to discuss matters of personnel and/or negotiations.
