Scotia-Glenville Facilities Committee Minutes July 13, 2004

The meeting was held in the District Office conference room and came to order at 6:40 PM. We began the meeting by discussing the District Office needs as described at the last meeting. A handout was passed out that was put together by John Hoefer. This sheet listed the facility needs at the District Office. Mike Marcelle discussed the fact that district offices do not qualify for state aid. However should a bus garage be built that is partly funded by the state, a savings could be realized by combining the two facilities. Depending on this committeeÕs recommendation the School Board could look into this funding breakdown.
The discussion about the District Office/Bus Garage expanded to where potential locations for this sort of facility could be located. A site at the intersection on NYS RT 5 and the entrance of Corporations Park has been looked at in the past. Other possible locations may be opening up in Corporations Park as the US Government downsizes its use of the facilities there. It was recommended that contact be made with appropriate authorities there to see the availability and time line. It was also recommended that architects be contacted to look at potential options for these facilities.
This committee was invited to attend the next meeting of the Alternate K-5 Committee to hear the discussion of the census and future enrolment projections. This meeting will be held on Tuesday, August 10 at 7 PM in the Media Center at Lincoln Elementary.
The committee will begin to work on what we have seen over the last few months. It was decided that we should categorize the items at each location into three groups. These categories are: Health & Safety, Maintenance (expense) and Capital Projects (long term investment). Once these items are listed in categories the committee will vote on the items and prioritize them. This will then be presented to the School Board.
One of the ground rules set by the committee when it was formed was that committee members must be present at least two thirds of the meetings to have a vote. Mike and his staff will look back over the minutes to see which committee members are eligible to vote on the proposed items. Including tonightÕs meeting we have has 9 meetings which means attendance at a minimum of 6 meeting is required to have a vote. All members are strongly encouraged to still be involved even if they cannot vote since their opinions are still extremely valuable.
The committee has formed sub-committees to put together recommendations for their selected facilities. The following is a list of facilities with their sub-committee members:

Members that were not in attendance tonight are encouraged to join a sub-committee and contact members before the next meeting.
Each individual will gather their own ideas from the materials that have been presented. They will then meet with their sub-committee to begin to compile and prioritize their lists on August 10 at Lincoln after the K-5 Committee presentation. The committee requested that the District Office send out an email with the current electronic data sheets that list the needs from each facility. A standard spreadsheet form will be prepared to simplify prioritization of tasks. This spreadsheet can then be used to compile all data from each sub-committee allowing it to be evaluated uniformly. Over the next few meetings the data will be recompiled and prioritized. Once the committee has completed the data collection process the eligible committee members will vote on the items to be presented to the School Board.
